Like many waterside towns, Soldiers Grove, Wisconsin has existed at the mercy of the unpredictable river beside which it was built. The temperamental nature of the Kickapoo River and yearly rainy seasons left the town ravaged six times in the twentieth century, and each time its residents struggled to rebuild their homes and businesses. However, following a particularly brutal flood in 1978, the citizens of Soldiers Grove turned their bad luck into an historical opportunity.

When federal funds were made available to Soldiers Grove for the relocation of their town center, the authorities of the village took it upon themselves to not only protect their residents' homes and businesses from natural disaster, but also make unprecedented changes to harness the natural energy sources found in the region. In 1983, construction was finished and Soldiers Grove, Wisconsin became America's first solar town.

Renovations of the town included the passing of a “solar ordinance,” which required at least half of the heating in commercial buildings to come from solar power. Buildings were carefully constructed to maximize sunlight intake, and heavily insulated to minimize the waste of power. Each building was carefully arranged so as not to block the others' sun exposure. Some changes were even as simple as planting trees in a pattern which blocked harsh winter winds, and channeled summer breezes. Virtually every aspect of the town's construction and layout went toward the common goal of a self-sufficient and independently powered village.
