Temporary Respite from Layoffs?
The total number of mass layoffs and number of employees affected declined significantly in September compared with a year ago and were also the lowest number reported for any month this year. There were 717 mass layoff events reported in September, down from 865 a year ago. They affected 67,385 employees, down 23% from September of last year.
Still, the rapid and severe declines in the residential and credit markets are forcing firms to continue to look for ways to trim costs.
Builders FirstSource Inc. said this week that its headcount reductions aren't over this year.
"We'll continue on throughout the duration of the correction time to make the appropriate adjustments on our staffing levels. That is by far our largest controllable cost and so we will have to continually look at that and try to stay ahead of the curve," said Charles L. Horn, CFO. "We will continue to evaluate our fixed cost, whether we need to mothball, close, consolidate facilities, and that will really be a second bullet that we'll be looking to use in trying to improve operating cost during the downturn, but also position ourself for going forward to have even better operating efficiencies again when the recovery comes."
Stewart Information Services Corp. reported in the week that residential real estate markets in August and September were sharp and rapid.
"The sudden drop in orders in August and September made it more difficult to control expenses quickly to meet our desired results," said Malcolm S. Morris, chairman and co-CEO. "The relatively fixed-cost component of our ongoing operations and our increased policy losses contributed to the operating loss for the third quarter of 2007. In a number of markets in California and elsewhere, we also experienced a large number of cancellations or delays in closings. This means the expenses of substantially completing the work had already been incurred on the transactions. When the loans failed to fund and the closings did not happen, the anticipated revenues were not received."
Added Stewart Morris, Jr., president and the other co-CEO: "We are working aggressively to align revenues and expenses and have closed or consolidated approximately 60 unprofitable branch offices year-to-date and additional closings are planned this year. With little probability of a short-term improvement in market conditions, closing a number of unprofitable branch offices is the best decision to improve our operating results. In addition to closing offices, we are implementing further cost control measures including salary reductions and freezes in specific markets, elimination of overtime, renegotiation of office leases, subleasing of vacated office space and overall expense controls. Sales efforts have also been heightened and focused."
The company reduced employee counts company-wide by approximately 270 in the third quarter of 2007, for a total of 810 since the beginning of the year and 1,550, or 15.3%, since Dec. 31, 2005, when the downturn in the real estate market began. Significant staff reductions have been made in October 2007 and are continuing.
Facility Closures and Permanent Mass Layoffs

On Oct. 3, we ran a correction from The Illinois Department of Commerce and Economic Opportunity, which notified us that the Intermatic closing announcement was posted on its Web site in error. Now we hear from employees that Intermatic, a family-owned manufacturer of landscape lighting and energy controls and one of McHenry County’s largest employers, told employees that it planned to cut as many as 400 local jobs and shutter its manufacturing and distribution plants in Spring Grove and Richmond. Ball Corp. plans to close two aerosol container manufacturing plants in the United States and will exit the custom and specialty tinplate can business as part of a restructuring of the company's metal food and household products packaging division, Americas. The company plans to close aerosol can manufacturing plants at 5650 E. Grace Place in Commerce, CA, and at 264 Stoffel Drive in Tallapoosa, GA, and relocate certain of the related aerosol and container manufacturing equipment into existing metal food container facilities.
Bank of America Corp. plans to eliminate 3,000 jobs. The bank said a majority of the cuts will be in corporate and investment banking, and the rest elsewhere. The cuts amount to 1.5% of the bank's 198,000-person workforce. Seven hundred of those jobs will come from Bank of America's decision to stop offering home mortgages through brokers by the end of the year.

Americhem, a global supplier of color and additive solutions for polymer-based products, plans to expand its manufacturing plants in Concord, NC, and Mansfield, TX, while phasing out operations at its Salisbury, MD, plant at 700 Marvel Road. The closure of the Maryland plant is expected to be complete by April 2008. Products currently produced at the smaller Salisbury facility will be transferred to other Americhem sites over the next several months. Currently there are 29 employees at this facility and the company expects several to be transferred to other locations.

· Liberty Health System, which operates two hospitals in Jersey City, Jersey City Medical Center on Baldwin Avenue and Greenville Hospital at 1825 Kennedy Blvd., is laying off 382 on Nov. 18.
· Pascack Valley Hospital is laying off 1,006 employees at 250-400 Old Hook Road inn Westwood on Nov. 21.
Veeco Instruments Inc. has begun a 100-person reduction in its workforce including staff at its headquarters at 100 Sunnyside Blvd., Suite B, in Woodbury, NY. The company also said it is reducing discretionary expenses, consolidating certain engineering groups, specifically PVD and ion beam, and may consider potential real estate sales. Veeco owns an 80,000-square-foot facility on Terminal Drive in Plainview, NY; a 100,000-square-foot facility at 112 Robin Hill Road in Santa Barbara, CA; a 125,000-square-foot facility at 4900 Constellation Drive in St. Paul, MN; a 110,000-square-foot facility at 2650 E. Elvira Road in Tucson, AZ; and a 80,000-square-foot facility at 394 Elizabeth Ave. in Somerset, NJ.

Water St. into the new Batavia facility over the next several months. The company plans to purchase a new 247,000-square-foot building in Batavia. The company plans to transfer Batavia's existing 95 associates and have discussions with Troy's 25 associates regarding employment at the new facility. In addition, Multi-Color expects to create 83 additional jobs over the next three years as a part of its strategic growth initiative.
· Pretty Products LLC will reduce its workforce by 224 employees and ultimately cease production at two locations Coshocton, 437 Cambridge Road and 592 Clow Lane, beginning Dec. 14.

National Penn Bancshares Inc. and KNBT Bancorp Inc. filed an application with the Office of the comptroller of the Currency for approval of the merger of Keystone Nazareth Bank & Trust Co. into National Penn Bank.
